Lawrence County Recorder of Deeds and Register of Wills Partners With RecordFusion to Digitize the Past, Automate the Present and Secure the Future

Within a six-month implementation time-frame, Janet Kalajainen, Lawrence County, Pennsylvania, Recorder of Deeds and Register of Wills, was able to announce the launch of a new recording solution and register of wills package implemented by RecordFusion—the new choice in records management.

Lawrence County selected RecordFusion after a long process of evaluating vendors due to their comprehensive product and service offering as well as the opportunity to work with them to design a customized solution that would suit her office’s needs. During her 25 years in office, Ms. Kalajainen has seen the recording process evolve dramatically and knew that it would take a technologically advanced company that was willing to be responsive to the needs of public officials and their constituents to be a viable option for counties.

Lawrence County has a Records Improvement Committee that has three major goals:

  1. Improved access to records
  2. Security of information
  3. Preservation of records

Ms. Kalajainen explains how the partnership with RecordFusion supports the achievement of these goals.

Improved Access to Records

With our new RecordFusion system, we will be launching our online County Portal that will make available our digitized records of electronic images and indexes back to 1996. We are currently in the process of digitizing all of our records back to 1849. This will ensure our records are backed-up in an electronic format allowing for easy accessibility vs. sorting through books, film and fiche to obtain records. The records will also be available online via the County Portal.

RecordFusion is scanning, indexing and populating our database at their document imaging and data center located in New Castle, Pennsylvania. The addition of these images to our database will add depth to our records and improve access to the public and agents. The online access system will be available at workstations in our office as well as on the Internet.

Security of information

The RecordFusion system includes firewalls and a real-time redundant database. The online users will access real-time data located on a different server to ensure integrity and security of our records while providing the public and agents immediate access to a record as soon as it is recorded. There is a redundant database and back-up server located off-site to protect our records in case of a disaster. Tape back-ups are also done and stored at our local underground mine for an additional level of security.

Preservation of records

We are also working with RecordFusion to seamlessly archive our images to film and we will continue to store this film at our local underground mine.

All of the funds for the new computer system and scanning of images came out of the Recorder's Record Improvement Fund. The county’s portion of the Records Improvement Fund is currently being used to microfilm and preserve the records in the Prothonotary and Clerk of Courts Office.

The next initiative that is underway toward preserving and creating continuity of our records is being done at the Tax Assessment Office. They are in the process of developing online access for their records and digitizing their assessment cards. Due to a desire to have an overall County Solution, they are working with RecordFusion for consistency, integration and economies of scale.
